Which phone to get

So I've been using my Galaxy s5 for several years now and it is time to upgrade as it is dying. The features I'm looking for are:
1) Android at&t compatible (I know at&t sucks but I'm on a plan)
2) Rootable & flashable/runs custom roms
3) Battery life
4) Not too massive
5) Decent case like otterbox for it (water + impact resistance)

What should I get?

what is a current gen phone going for, $600? Also I'm liking the OnePlus 3 so unless the s5 neo has like incredibly better battery life/features I think I'll go with the OnePlus and save a ton of money.
