How to "Power Up"?

Hey Guys!

Some time ago I bought this mother board ( H8QME-2+) and I can't get it to post. I get one beep and nothing more. The fans spin up and the cpus do produce heat. According to the manual one beep means "Refresh (Ready to power up)", does this mean I have to jump another couple pins or do something else to boot it up? All help is appreciated! Thanks :)

Mobo   -   Gigabyte GA-B250-DH1

CPU     -   intel i5-7500 Under Oil

GPU     -   Nvidia GTX 660 (Favorite and first ever GPU)

Case    -   A Fish Tank W/ Custom Engineered Mounting System (Custom RGB Obviously, It's 2017 bro...)

OSD     -   Crucial 275GB M.2 SSD

HDD    -    2TB WD Green

Disp     -   LG ultra wide Gaming Monitor

do you have a gpu pugged in ? if so where is the monitor plugged into

No I don't. Direct into the onboard vga.

does the monitor react? what cpu is on the board?

 

edit: just saw that it is an quad CPU opteron board (damn I want that) , what ram slots are populated ? (make shure the first cpu has ram in its 1st slot , wich is not necessarily the closest slot to the cpu

and maybe press the power button again or use a dedicated graphics card to see if the IGPU is shot
