Hi, I am copying a game from my external HDD (which is ~3-4 years old) to my internal HDD (which is less than 1 years old). My external HDD average response time is between 1-20ms whereas my internal HDD's average response time is between 100-1100ms (Has reached 1000+ms a few times). Is there an issue with my HDD or something, not sure if this is normal. My SSD has an average response time of 0-0.2ms (AFAIK).

Maybe the USB(or other interfaces) that your using is bottleneck your speeds. It could just be that your external HDD is really bad :(

His internal HDD has those huge response times... Not the external thingy.

^ This is probably my main cause of concern, how can a HDD connected directly to the motherboard have much higher average response times to a 4 year old external HDD connected via USB 3.0.
