A 1060 will do okay at 1440p, but if he wants 60 fps at ultra he will want a 1070.

No, the GTX 1060 will do 1440p ultra at 60fps, the 1070 will do the same, but at 90fps.

Almost every game was running at around 40-50 fps.

It will be a stable 60fps with 2xMSAA instead of 4xMSAA. Which makes virtually no difference in the way the game looks.

That could be true, but I want to see proof on it.

I would test it if I had a 1440p monitor.

Well...

I have seen some benchmarks that showed that the GTX 1060 can get 60fps at 1440p with 2x MSAA... I don't remember where I had found them though...
