I just bought a XFX RX 460 to upgrade my PC, every time I reboot, the fan works perfectly fine, but as soon as I got into Windows, it stopped spinning, even until the GPU was overheating the fan still did not turn on. Plus, the fan works fine in BIOS

I have a Gigabyte motherboard, i3 6100 and 8G of RAM

Can you use software to force the fans to spin?

So it should have pre-built in curves built in to ramp up when the card gets too hot. My curiosity when you say its overheating, are you meaning the screen goes dead, or the gpu shuts down, or are you saying it doesn't kick on when it reaches temps your uncomfortable with? Because one is a hardware or software failure, the other is lack of a realization that moderns cards run hot, and that goes double for AMD.

Modern cardster don't run hot. We as consumers have become very picky about temps, which is different.

We have a NEW and GLORIOUSER-ER-ER PSU Tier List Now. (dammit @LukeSavenije stop coming up with new ones)

You can check out the old one that gave joy to so many across the land here

What I'm saying is 70-80c some people think is really hot for a gpu.

You're right, some people think 70-80C is too hot for a GPU, and I wholeheartedly disagree. I have seen no proof that chips last longer when working at <70 compared to 70-80. For temps higher than 85, yes there is a problem, and silicon can even become more unstable. But 70-80 is perfectly fine unless you like touching your GPU heatsink while running stress tests for some odd reason.
