Is Twitter down worldwide?

I've been trying to access twitter for about 10 minutes now, can't access through the app or Chrome. I gave it a quick google and most sites are indeed saying twitter has been taken offline around 5-ish hours ago by malicious hackers, at least on the east coast of the USA. I'm in Sweden, so does this mean it's offline worldwide now? Has Twitter made any statements about this?

You can be in a different part of the world and still use a DNS nameserver in the US.
