So my brother has my old AMD build that includes an older Green CX600, which i know is a crappy PSU now but didn't know back then, it also has a R9 280. So every once and awhile the sound on the pc will freak out, the screen will turn off (No Input) but the rest of the build will work. So I'm thinking its either the R9 280 that is dying, or a dying PCIe slot? Im waiting on him to confirm that the Heatsink fan is still running to make sure it isn't a PSU issue.

My money is on the PSU.  PCIe slots don't just fail unless you're having the card hump it and I have no reason to believe the video card is going bad unless it's been folding or mining all this time.

Would that make the GPU stop while the rest of the system is still running? Also it's the exact system I was using with a 970 just before he got it, should have mentioned that

If by sound freaking out you mean "dial-in modem"-noise soundloop or such, I'd also look at the GPU first.

Also if the system recovers from that by itself (does not need to be rebooted), possibly its even just a simple driver / OC issue -> remove OC and re-install GPU driver.

It could be, as the PSU is an economy model and PSU failures tend to mask as hardware failures. For example I thought one of my hard drives was about to die since it was doing the click of death, but putting a new PSU in the system made it work. Unless the GPU was used as a folder/miner for several years, I don't see it pooping out after that long.

Alright is there any way to test is its the PSU going bad without having another to replace it? Also I was looking at the SeaSonic M12ll 620w Bronze, is that any good?

No. The only way to test a PSU is to load it.
