My rendering workstation is equipped with 4 Intel Xeon processors (88 cores total plus threads). However, even under full load, only 3 of the Xeon processors are used. To test, I ran multiple CPU stress tests at the same time, which took a while but eventually got all the CPUs under load, except for the fourth. The system was used by a coworker before, and he said all the processors were working fine. What's going on? The processors are the E5-2699 model. I really hope it's not broken, because those processors aren't cheap.

You can't use more than 2 e5 2xxx cpus in a board you need e7 4xxx or e7 8xxxx

Does it see the cpu in the bios and they are all enabled? Has the program you are using or Windows had any updates which could be broken or changed a profile or setting?  Is the cpu dead?
