if you want it to be really quiet, try and find components which are either passively cooled, or have a hybrid fan mode. This will reduce overall volume and idle. Try watching this video Linus made a while back, it has some good advice in it:

To add onto what @Redsun20 said, a Mini-ITX build is a poor choice for silence. This is because the components are in such a small space and have relatively poor airflow.

BOINC Setup:
i5 7200U @ Stock

Core2Duo T6600 @ Stock

i3 2330M @ Stock

i5 3210M @ Stock

I understand what you said, however, i do not want it passively cooled and it does not have to be dead silent, just not loud.

any suggestions on what parts to pick. should i go with the Phanteks Evolv Itx, not the node 202 and put a 240mm aio water cooling or a big air cooled heatsink?

That, or a cheaper option would be the Core 500. Also, do you plan to overclock?

Depends if he wants to overclock, as @TheGhzGuy said. If he wants it to be quiet, overclocking will not really help the situation, as it will just throw more heat into the problem.

I will not be overclocking the cpu. i just want the pc to be small, to be able to put it next to the tv (like you would put a console) an use it for gaming on the tv as well as the monitor. the desk with the monitor will be next to the tv.\\

 

the parts i mentioned do not necessarily need to be those i mentioned, but you get where i am going with this
