I have been asked to come up with a streaming solution for a local organization. They want to be able to live stream events/conferences, and would like a quote to get started.

They would like to have 2 cameras, one wide angle and one for close up of the speaker. The room that will have be holding the streamed events holds about 450 people, and the cameras and streaming computer would be at the center at the back, if that makes a difference. They already have 2 cameras, Canon Vixia camcorders, that have HDMI out.

What I need is to come up with a solution to get audio from the sound board and video from the HDMI out on the cameras, and have it input to OBS to be streamed to YouTube.

Currently, the plan is to build a custom PC to with 2 BMD Decklink Mini Recorder PCIe capture cards, and a Edirol UA-25 to get audio from the sound board. The Edirol is being used currently because there is already one available, but if you know of something that would work better, please let me know. A PCIe card of some sort would be preferable if at all possible, but I am not aware of any such device on the market currently. 

What I need to know is if there is a better solution, and if not, I need to know if the computer I am planning on will work for the job required. Budget (not including the BMD or Edirol cards) is around $600 CAD. GPU is not required.

Is an i5 6500 good enough for livestreaming? Or should it be an i7 instead?

Is an aftermarket cooler necessary, or is the stock cooler adequate for this workload?

Is there anything else I should know about live streaming, or about this build?

more cores = better streaming. Is there any reason you need to spend so much on a mobo? Maybe drop it to a basic 50 dollar one and try to squeeze an i7 in there. Plus that network card is pretty mediocre if thats the main source for internet.

The mobo I chose is just about the cheapest one that I could find that fit the requirements-but Ill be the first to admit I dont know that much about mobos. The main thing is that it needs to have at least 3 PCIe slots. The network card is cheap, but not to be used for internet-the plan is to use that to connect remotely to the sound board so that whoever is running the stream can control the audio output from the soundboard to the stream machine.
