Develop HTML and PHP at the same time or separately?

I'm developing a website, I've developed two pages in HTML/CSS, my question is, should I start developing PHP (with  XAMPP) now and implement it in these pages, or should I develop all HTML/CSS and only when the visual is done develop PHP?
