That is the design of the 24-pin ATX. There is always 1 missing pin. Its 100% normal. Have you never seen an 24-pin ATX cable?

I seem to be running into some trouble, I just finished building my first PC and there is no power.

My first try of turning it on, the case fan and the motherboard led was fading in and out and I noticed that the 24 pin is not fully plugged in. Then after plugging it in fully, the power was lost overall.
