Format it? If the data doesn't belong to you (and if you don't have permission to access it) you shouldn't be trying to gain access to his account. I'd advise re-installing Windows if you want to reuse the PC.

If you have Windows install media, just boot into the Windows installer and select the drive with OS already on it. That will format the drive and install a fresh copy of Windows.

No need to go that far, google "Trinity Rescue Kit" you can create a bootable CD to start the computer from then use it to delete the registry entries that hold the passwords, which removes the passwords from being needed. I've had to do this a few times when a someone brought me a computer to work on but didn't give me the password. This is MUCH faster then acquiring a copy of Windows and reformatting and installing.

as for the smashed screen, hook up a monitor or TV to it depending on video outputs.

Well then you need to replace the display if you plan on EVER using the laptop, they are usually pretty cheap, just figure out how to disassemble the section of the laptop that holds the screen, find the screen part number on a sticker on the back and hit up ebay or some other online store and buy a replacement screen, i've seen many in the 50 dollar price point, laptop is useless to you without a functional screen anyway.
