Its good but don't expect gta v playable. Your looking at around 90fps in csgo. my brother has that same card.

That GT 730 is a terrible GPU

 

TBH at your budget you're better off with cheaper CPU + better GPU

Little tip, try and find a gpu on craigslist or ebay as you can get really good one on the cheap. i got an old gtx 460 for like £20 which is like $40

pretty cool for the price .. cs go and minecraft with high fps but dont expect much from other games

The GT 730 isn't really a gaming card, but it's better than Intel graphics I suppose. I'd personally save up a bit more and look at places like eBay for secondhand cards. You could buy a used 7970 or a GTX 770, and those cards should still do 1080p pretty well.

I said he should look on craigslist and ebay as he can get an old 600 series or even 400 series for pretty cheap now

Don't get that GPU, its no better than your iGPU on your CPU. save the money and either buy something used or save a bit longer before pulling the trigger on a GPU.
