So, i have OC my 6600k to 4.6ghz with 1.3V and it's stable and temps are good. Voltage is set as adaptive so it lowering when not needing. In task manager performance and cpuID that's working. But when i exit game clocks are still on 4.6ghz and voltage at max, but usage is about 35%. And that only on Mortal Kombat X. Any ideas?

If load is at 35%, then it's expected for it to keep the clocks high. It's doing what it's supposed to, give you performance.

WHY the load is at 35%, though, that's another story. It may or may not be intended, depending on what's running on your PC. Fire task manager and try to figure out what's asking for CPU cycles.
