Not sure if this belongs under Operating Systems, but starting today i've been getting this weird packet loss problem. Its normal packet loss, but i can't fix it permanently. I know for sure its my PC, because if i reinstall the network driver for my asrock h97m-itx/ac's wireless card, the packet loss goes away, but it comes back every time I turn off my PC, Hibernate, etc.

That's pretty weird. Did it just suddenly pop up? It's either a problem with your card or whatever you've got the machine connected to. Are there other devices doing similar stuff on your network or just the PC?

I work as a contractor for everything from photo/video to broadcast and networking. 

I use an old HP Laptop forked up on top of a photography textbook. 

Right now this is what I use: Fuji X100T, Fuji X100, Fuji X-E1, XF 18 f2, XF 35 1.4, Nikon d7000, Nikkor 180 2,8 AFIS, Nikkor 60 1.8.

I've got more crap laying around for other jobs and hobbies, though a lot of that isn't applicable to the interests of this forum, so I'll keep myself back from adding it all to the list.

Yea it just popped up today. Last thing I installed was corsair's CUE 2 after uninstalling the old one, but I don't think that's the problem. And It's only my PC that has the problem.

Well, try and disable or uninstall CUE 2 if you can. I've heard that the beta can cause packet hanging and loss.
