Can't partition hard drive

Setting up a brand new hard drive in my PC and when I try to partition it, I get this error "The request could not be performed because of an I/O device error" what do I do?

It's a Seagate barracuda 7200rpm 500GB.

A) Why you need to partition it?

B) Are you doing this inside os (windows?)?

 

Error itself sounds like connection problem. Does drive appear normally? Have you formatted it already?
