Cant get to safe mode/Boot up

I was trying to fix my friend's pc. At first, when you get to Starting Windows, it just froze there. I tried reformatting the Hard Drive but when you get to the setup screen (Windows logo) it also froze.

So what I did was get his HDD and reformat it through my computer. After that, I return the hdd back to his pc. So I tried booting it up, and after the 'Starting Windows' again it bsod'ed. I also tried 

putting it up on safe mode but it gets stuck at classpnp.sys. What do you guys think is the problem? The Mobo or the Gpu? Cause when you select safe mode, you can feel 'slight' lag when the drivers load.

Try the following resolution:

1. Boot the computer to windows recovery mode.

2. Click Commmad Prompt, type in:

rename c:\windows\system32\drivers\classpnp.sys classpnp.old

That's also a problem, i cant get to windows recovery mode
