Help!

Hi Guys,

 

I am looking to build my own PC and after watching YouTube videos I think I'm more confused than when I started. 

 

I have heard it been said you start by picking a cpu and then go from there I have no idea what CPU to go for ot save up for as I am looking for a all rounder pc which can overclock if i ever wanted if I want to game I can game etc. what would you recommend I have seen things like this but have no idea if the item is good or not http://www.newegg.com/Product/Product.aspx?Item=N82E16819113399

Budget, usage? I wouldn't go with AMD right now as a CPU, because Zen is right around the corner!
