Odd recovery drive issue

So I just wiped my ssd which had my os on it because I was having some issues, bUT when I go to use the usb I originally set up as a recovery drive it seems to act as though it has a standard version of windows on it as opposed to being a recovery drive.

 

My reasoning behind this is when I turn on the computer it goes to the recovery screen where I can choose multiple options, onE of which is recover from drive, however regardless of what sub-choice I choose, it just will say windows failed to recover. Nothing else works either to try and install windows back onto the ssd, anyone have any tips?
