Weird Google notifications error in Chrome

So I always use the "New Tab" page in Chrome to check my Google notifications. But lately, I've been getting this weird error. Where the notifications window would normally pop up, it reads, "Please sign-in to view your notifications"...but I'm already signed in. I've reloaded the page a bunch of times. This happened after a cleanup in which I cleared all of the cache and cookies in Chrome.

I Found this video online, i really don't know if it will work. But if that video dosen't work here are a

few other things that i haven't verified.

I just decided to allow cookies instead of going through all of the hassle. Seems to be working. Thanks for the help anyway!
