My PC lately has been going into boot loops and I have no idea what is causing them. I'll press the power button, all my fans/leds/etc. power up and everything seems all fine and dandy, then 2-3 seconds into the boot up (before I can even reach POST), my PC will power down and reboot itself, going through the same process over and over.

I'll do what most people do and perform common troubleshooting problems like reseating RAM, using only one RAM module, unplug unnecessary hardware/accessories, reset CMOS, etc. But here's the thing...performing any of these won't guarantee a complete boot up, but I am sometimes able to boot up completely into Windows. For example, I'll use only one RAM module and I'll manage to boot up. But the next time I get stuck in the boot loop, using the one-RAM method won't work. And this time, maybe resetting the power on my power strip will seemingly fix the problem and allow me to boot up. But then again, the next time I get stuck in the boot loop, resetting my power strip won't work. When I do manage to boot up into Windows, all my components are working fine. My GPU, all my USBs, my RAM, everything checks out alright. I can leave the PC on for the next 12 hours and have gaming marathons and I won't have any problems. But as soon as I power down my PC, the next boot up is a 99% guaranteed boot loop and I have to fiddle around randomly for the next 2-3 minutes and I'll manage to boot back into Windows.

So what could be the problem? Usually a boot loop like this means one of my components is dying, but like I previously stated, everything works perfectly fine when I do manage to boot into Windows,

Have you tried booting into safe mode? If you can boot into safe mode each time it is more than likely a driver or software issue. If safe mode is as hopless as a normal boot, that is when I would start looking at hardware.

I can't even reach POST.
