Mouse driver issue, I need help :(

Hey guys, there is a weird driver issue (at least that's what I think) with my friend's laptop. As you can see on the picture the laptop recognises the mouse that's plugged in, but it refuses to function at all. I tried to reinstall the drivers, and it did nothing...Also, I confirmed that the mouse isn't defective as it works flawlessly with my PC. The operating system is win 8.1, I hope someone can help us.
