You mean the motherboard standoffs? 

 

Version 2.1 of the ATX specification states that the length of standoffs needs to be at least 0.25 inches (6.4 mm), with their cross sections fitting within 0.40 by 0.40 inches (10 mm × 10 mm) square areas centered around each mounting hole on ATX motherboards.

no like the part that goes over all the ports on the side, to keep it protected or whatever,
