GTX 950 Underclocking while playing games

While playing any game at random my GPU will underclock itself. making frames drop to a point where the game is unplayable. The card does not get that hot while checking in afterburner while the game is launched I usually have 40-50 degrees in BL2. One temporary fix is that if I roll back my drivers/update them based on whether I updated it or rolled it back previously it fixes it for the rest of the day. I am not overclocking anything.

Computer Specs:
i7 6700k
Zotac GTX 950
Asus z170 pro gaming MoBo
Windows 10
