Does it sound like its just spinning really fast or sort of like a lawn mower or something not pleasant?  If it sounds like a lawn mower check if the fan is not running into something, i had this problem and it was running into that stupid yellow tag on the 212 evo cord.

hmm thats weird... I would check the screws to make sure theyre tight, what fans do you have? (btw quote me next time so i get a notification)

Im not sure what fans I have, the screws are tight. Maybe they spinning to fast? Also if thats the cars is they a way to slow them down when they connected to PSU.

No you cant fan control them with a psu, the only way to control them is through your mobo if it supports fan controlling or buying a fan controller.
