slow charging Windows tablet not charging.

I've had a Linx 1010b windows tablet for about a year now and everythings been ok but lately its not been charging properly. I've tried charging it in my pc, differant sockets, rdifferent extension leads but it still charges slowly. If I leave it charging overnight, in the morning it ill still be completely flat and when I go to use it, I wait for it to charge up but during charging it'll keep stopping charging then charging (the red charging light will go off and on) and when it finally comes on it will continue to charge but it'll start at 2% and slowly go to 0 then turn off. I've tried everything but it wont charge, is my tablet broken?

That happened to one of my vulkan tablets and I think it might be windows 10 doing it.

 most likely but my tablets been fine so far on windows 10 so I'm thinking my batterys dead in my tablet. Hopefully its windows 10 and an update will roll out fixing it.
