1. I connect the external hard drive to my PC.

2. I tried to wait for 20 minutes as the green bar at the top loads. http://i.imgur.com/z2HUmkt.jpg

What do I need to do? Wait for more than 20 minutes? The hard drive is fucked isn't it? ;_;

The drive may be fucked but it's woth trying a different PC, difeerent USB port or get it out of its enclosure and connect it internaly.
Try mac or linux if you can.
If any of those options can read it backup everything and reformat than it may still be fine.

Format it with the setting of your PC and stuff, don't remember how to do it because haven't done that in a lone time. You should also return it and get a new one before it's too late.

Thank you both. I've tried multiple USB ports, both 2.0 and 3.0. I remember that (when the external hard drive used to work) the transfer speed used to be insanely slow with 3.0 for some reason, compared to 2.0.

I would rather not format it. I have like 800 GB of stuff on it that I would prefer to keep. If nothing else works then I might try formatting.

than there is defeatedly something wrong. I understand that you don't want to format.
If it's a desktop you can connect it internally via SATA, that may work if the USB interface is broken and not the drive
