Not sure why everyone says all HDMI cables are the same, cause this is not true. All cables will have either a signal or no signal (sometimes sparkles will appear). This does not mean that all cables carry the same bandwidth. So with that said, how would I be able to test what resolution/refresh rate a cable is capable of? Will my TV/monitor tell me what resolution and refresh rate it is picking up? Thanks!

If a cable isn't capable of displaying g a resolution does it just show a black screen?

I don't know, could be. Other posibilities would be "Signal out of range"-Your monitor is the problem, "Can't read input"/"No Signal"/flashing images-Cable is the problem.

is there a HDMI version written on your cable?
