Monitor questions

So I was wondering about a few monitors to be looking at for upgrading from my old HP 2011x monitor.

 

1. ViewSonic VX2452MH

2. ViewSonic VX2457-MHD

 

I'm open to looking at other monitors from other brands too but I have a few requirements.

 

Requirements:

1. At least 24" in screen size

2. Has to have 1080p resolution

3. Anywhere from 60 to 144 refresh rate. I would love to get 144 if possible but I'll settle for 60 to 100 or 120.

4. response time has to be reasonable (for example 2 ms or something like that)

 

I would love to get my hands on a 1080p/144hz monitor and my current GPU is the aging Sapphire R9 280 3 Gigabyte OC edition.

 

Budget:

Between say $100 to $200 USD.
