Design tab in Twitter settings is missing?

So everyone's always been able to change their Twitter background, theme color and such through the design tab in settings, right? Well, today I wanted to change my color and the design tab is just... missing. Gone. I can't find anywhere to change the design settings. It's not exactly urgent, but does anyone know why it's gone?

Go to your twitter page (twitter.com/username) and click "edit profile"
