hi im planning to build my first gaming pc. I have a problem with the cost,  i would like if it was about 100-200€ cheaper. 
My favorit game is fallout 4(with mods)

dont get the founder's edition unless its really cheap, the temps on it aren't good.  also, you can get your OS from reddit for $20-30 usd instead to save some money.

OS can be genuinely obtained from other websites, at an extremely low price. And you might want to go for a SSD-HDD combo setup, unless you really want all that performance...

it'll work, but i dont recommend it. you should be able to find a non-reference 1070 for cheaper.

I see that you are German , visit the German video from kukielka where he makes a tutorial on how to install Windows properly , he shows a site where you can get Windows 10 keys for around 7€

you're also spending WAY too much on the ssd. get a 250-500gb ssd and 1tb hdd instead, its cheaper.
