You could try an rx480 and either cheap i5 or i3 6100. Then just make sure you get at least 8gb ram, and try to spend as little as possible on everything else. If you have any leftover, you can upgrade one of the parts.

get the i5 6400/6500 instead, prices should only be slightly more expensive. if you can't then get the 4460 instead, 100mhz hardly seems worth it for $36. get 1x8gb of ram instead of 2x4gb to save the other slot for future expansion, especially since you only have 2 slots. otherwise its fine.
