My intel stock cooler runs 3000rpm when powered on but only lasts for 5 seconds and goes down to 2000. Is this normal or i can change something to make it 3000rpm stable?

Check your bios for cpu fan speed settings. Usually a option for "Max Speed".

Why would you want a jet engine inside of your PC? Intel stock coolers are garbage... I recently built a rig at my job, that featured an i7-6700 and decided that stock cooler would be enough, turned out to be the loudest thing in the entire PC. Not recommended.

I've set it to max already(full speed). But it won't stay at 3k RPM.

Because its so hot @ around 40℃ idle. And if i can set it to 3k rpm, it should help to decrease my temps. I can't buy a cooler and must wait till next month so im trying to find a temporary solution for this problem.

Unless it hits 85degrees+ under load, you're fine.

Like Morgan MLGman has said, if your load temps are okay then you will be fine for now.

When in load it cant get to 55℃. So im fine then. Im planning on getting the Corsair h80i water cooler.

Why get a new cooler if your temps are low?

70c is fine. It's perfectly safe up to 80-90c.

do you plan on overclocking?

I have an i5-4670K with a stock cooler, under normal load conditions (i.e. gaming) it stays under 85C with an OC of 4GHz (from 3.4 GHz)

in Aida64 it starts throttling with this OC, so I plan on changing my cooler to try and push it further
