Hello, i have just finished building my first pc. However, there is a red led that is bright that is on my motherboard. It reads cpu and has plus and a minus sign. What does this mean?

Also if my pc is booted, but wont turn on, can i turn off rhe psu to try to boot again? I tried turning off the pc with the power switch on the case. It wont work. My pc wont go to the bios as well

First of all, what motherboard is this?

Secondly, yes you can turn the PC off from the power supply. Sometimes the power button just doesn't work. I had a problem like this a couple days ago; the bios was gone as well. You should try inserting bootable media and just spamming F12, F10, and F2 to see if you can boot into any usable thing.

Want to know which mobo to get?

Spoiler

Choose whatever you need. Any more, you're wasting your money. Any less, and you don't get the features you need.

Only you know what you need to do with your computer, so nobody's really qualified to answer this question except for you.

Ok, so from the looks of it, those LED's are troubleshooting lights, and if the CPU one is on, that appears to indicate that the CPU is possibly not inserted properly or broken. Read through your manual that came with the motherboard to confirm the normal operation of those lights.

As far as turning off the power supply, that's essentially the same as pulling the plug on your computer, so its totally fine to do as long as your note doing it mid-bios update or something.

When in doubt, re-format.
