Yes, all versions are intercompatible, they will both operate at the same version as the lower device. There is no difference in image quality. Refresh frequency support varies by resolution. DisplayPort 1.2 supports up to around 240 Hz at 1920×1080, or 144 Hz at 2560×1440, or 75 Hz at 3840×2160. DisplayPort 1.4 supports frequencies 50% higher.
