Network in Task Manager

First of all I apologize if I am posting this in wrong board, but I need urgent help.

So I went to network and let it go for a while, and I don't understand this.

If this goes high just like picture below, that means the internet is like slowing down/ packetloss ? I need help ._. so I can show this to my internet provider to fix this.

if you have a raspberry or you can virtualize a machine, you can actually set a small network monitoring tool ( plenty of tutorials online ) and get further information about your traffic. Those spikes however doesnt promise anything good. You can also use netcat to perform a test of your network. Do you have a LAN of WIFI connection ?
