So I think I'm having problems with my GPU, it's an XFX R9 295x2 and it is not displaying an image on my monitor most of the time and when it does some strange lines appear all over the screen.

Initially i thought it was my RAM and went to buy some new ones but once I put in the new ones the lines still persisted. I also noticed that the DRAM_LED is flashing red a long with the VGA_LED which makes me think it is the motherboard malfunctioning. Another thing I noticed is that windows was not loading properly and was sending me to the repair screen which I thought was the HDD but after some fiddling it was loading windows correctly. So its either down to the MOBO or the GPU :S

Any help will be appreciated and if anymore info is necessary please feel free to ask.

Do  you have integraded graphics? try booting using IG, of if that works its the GPU otherwise its the MOBO. Tbh, it looks to me like its the GPU, but still better to confirm.

Unplug your graphics card. If everything loads fine without it, and Windows loads properly, then it is the graphics card. When you unplug the graphics card, it will load the intel HD one.

But then how am i going to get an image onto my monitor? My monitor is and AOC G2460PF and my motherboard is an Asus Sabertooth 990FX R2.0.

How are you connecting the monitor to the PC? HDMI cable, VGA cable, display port etc?
