Slow Steam Shortcuts

So a few days ago I noticed that my steam shortcut as well as all the shortcuts for my steam games are working very slow. It takes a while before the steam loading thingy or steam or the launching a game window appear on screen.

 

I had this issue a while ago and it randomly disappeared, but now it's back..

 

Does anyone know how to fix this?

uninstall steam and use GOG?
