Before you even look at it, I don't like AMD and I also don't know much about their cpus. You can change the 750 ti for another AMD card (there probably is one which is better AMD card than the 750 ti).

You should probably change the mobo tho, I don't know much about low end motherboards. Also for an OS, if you are okay with what Kinguin do then you can pick up windows for like $20. You can pirate it (please don't) or you could just spend the extra $100 and get a proper license.
