NVM latest driver fixed it, i get full usage and 115-200FPS.

Not played the game in like 3 years but i had a Core i3 560 before this XEON at 4.0ghz, and i got maxed GPU usage no issue with over 90FPS and max settings, now i get 40-50% usage at 25-75FPS.

Is this a driver problem?

let us all remember now and today, computers do not like abuse, they will fight back!
