I played Just Cause 3 and this happens

Get about 20 FPS not sure what's causing the issue

Low GPU clock? How to fix?

the low clock is definitely causing your low fps.  I've seen it get stuck like that before but a reboot fixed it.

I have rebooted and in gta for example my fps is bad

I have set my performance to maximum from adaptive? Any other fixes?

Are your power options in Windows set to something limiting?  What happens if you manually try to set the clock speed higher?

Like, nothing happens. On power options I am set to high performance

Really?  I remember that tool had a button that would lock the GPU to full turbo (the red mark) and that does nothing?

I know it exists (or it did at least).  I used to use that program back in version 15 iirc

Can't turn it on. When I click on it, it goes white for a split second then turns off

Well that's not normal.  There is definitely something making that card refuse to clock up but I'm not sure what

At this point your googling is as good as mine; I really don't know what could be causing this... Have you tried hitting the "defaults" button, just to see what happens?

Oh, rereading I just realized ew never went over drivers!   Are you on the latest version?  If not, try updating. If that still doesn't help, try going back to something pre-364, like 361; some people have issues with those versions and Maxwell...

Then the only other thing I can think of trying is get the very latest driver...
