Bros i need overclocking halp.

my brothers AMD Athlon(m) x4 860k quad core was running at 100 Celsius. i reinstalled the CPU cooler and the thermal paste is fine, that dropped it to about 80. the CPU fan is running at 100% and here the funny thing. The box the processor came with says its clocked at 3.7ghz, on the task manager it says the max speed is 3.7 yet when i play a game it goes up to 3.8 GHz. I have not overclocked it and i am having a hard time trying to under clock it because when i use AMD overdrive i try to bring the core multiplier (which is at 37x) and bring it down to 27x it freezes the computer. I don't care to much about the performance (because its my brothers and he cant tell the difference) and  I want it to run at a safe 70 degrees or less, my I7 4790k dose not run that hot and we have the same CPU coolers. If y'all can help me over Skype id really appreciate it.

That the boost so not really a OC and what cooler, if it's the stock cooler do not over clock

If you are going to underclock it you probably have to undervolt it as well.
I've never heard of anyone wanting to underclock. Youre better off buying a new cooler.

80 degrees is still safe, but the cooler that comes with the 860K is kind of crap. You can get an aftermarket one.
