R9 290 best card to buy used, Or a 980 Ti and a water cooler if you have more money, I recommend buying from gumtree.

Either gumtree or Ebay imo. 

 

Always ask if its been used in a mining rig, if it has avoid like the plague.

 

EDIT: Some manufacturers (Im not sure who but some do) will also provide warranty on cards even after sold onto another person, providing its still within the warranty period of the card, so ask how old the card is too.
