Network speed problems?!?!?!

So I have this internet issue that i can't seem to find anywhere. So my internet speed is supposed to be 10 megabytes per sec but i am only getting up to 400 kilobytes per sec, and i dont understand why this is happening and is really really bugging me out. And it is really impacting youtube.
