A switch is a part of a network, it's like a splitter for an Ethernet cable. So plugging something in a switch on in the router is absolutely the same thing. The device will communicate between them locally, they access internet only if they have to go outside of your network.

Hello, i have very little background in networking but have done one project before so do have a little bit of knowledge. I want to connect my steam link to my pc via ethernet (through power line) and my router doesnt have enough ports so basically if i buy a switch and connect my powerline and steam link to it (as well as my router) will the steam link comunicate with my pc through the ethernet independant of the internet? I dont want the steam link to be using all the bandwidth, this would solve the issue right?
