That is interesting.My 7870 does that to a deggre but nothing this huge,more like 35-45.

(Probably when "idle" and get 65 the computer is doing stuff in the background(Only logical explanation)

U can't have a faulty fan cause you said that sometimes you get 37 meaning that the fan is working.

Maybe increase the RPM on the fan using Afterburner from the default auto 25% to something like 30-40%

and you maybe it will stop. :)
