In all games that i play my fps will stay stable but then every 15 seconds or so it will drop to about 10. I noticed my cpu temps drop down when it lags is this thermal throttling. Also recently when booting I got a CPU fan error after turning off power supply and back on it worked and continued to work but i noticed lag in game

What are your CPU temps specifically?

Desktop: Intel Core i5 2380P (2400 w/o iGPU), MSI H61, 8GB RAM, 256GB SP610, 500GB WD Blue, HIS R9 280, Antec TruePower Classic 550W, Inwin MANA 134, QNIX QX2710, CM QuickFire Rapid, Logitech G402

For AMD, above 62c is considered throttling, so that's likely what is going on here. Check to make sure that your CPU fan is physically working (spinning) and that it speeds up when you're gaming/under load.

yes when the error code while booting its not physicly spinning but i dont continue into windows if its not spinning
