iPad Air GPS

My sister is getting an iPad from her school and is asking me if I want to buy the old one. It's an iPad Air 1 (WiFi) and will cost me about $170 USD. Is it worth it?

 

My dad can pay some money if there is someway to get a GPS hooked up to it (not using cellular data) to use on the summer in our boat but I couldn't find anything that does that without jail braking it? 

Are there any products that does this?
