Just follow the step by step instructions that you quoted.

  1. Download the .iso (from link #1 -- all the way at the bottom, click the 64 bit version).
  2. Download and install the "Windows USB/DVD Download Tool" from the second link.
  3. Follow the instructions posted in the second link to create the bootable USB.
  4. Plug the USB into your new computer and install windows.

It's just like @djdwosk97 said, what you have to do is make a bootable usb or dvd drive using a copy of windows 7. There are a lot of sites out there that have instructions on how to do it if you get lost. It isn't that hard once you have an understanding of what to do.

You know how it is, the cow goes "moo", the dog goes "woof" and the gamer goes "The PvP is unbalanced."

The source file is the .iso you downloaded from the first link.

I prefer to use Rufus to make bootable USB drives.

1. Download the ISO per step 1 in the original instructions

2. Get out a USB drive that you can format.

3. Follow instructions here to download and create bootable USB using Rufus.

4. Stick USB into the computer you want to install Windows 7 on, boot from USB (might have to change BIOS settings)

5. Follow instructions to install Windows.
